The CFPSA bought a franchise from Tim Hortons for Kandahar and the profits at that franchise go back
into the Central Fund of the Canadian Forces. This is a non public fund that is used across the Forces to build rec centres,
gyms, hockey rinks and other facilities that are not provided by the government and can be used by all military members
and their dependants. Tim Hortons provides each deployed service person with a large can of coffee twice
a year and I have been told that through the good graces of the Tim Hortons owner, whose father was a veteran, Tims has donated
all the coffee consumed in Kandahar at the messes etc. This is a nice gesture on their behalf. It is the individual franchise that
sets the rates and as the CFPSA owns the franchise they are the ones who set the sales policy for the franchise, not Tim Hortons
per se. We donate a cup of coffee and a doughnut every two weeks to each Canadian troop deployed to Kandahar. We do this by
providing certificates that are Legion stamped by volunteers from a branch here in Kanata. These certificates can also be
used on their return to Canada even though they are issued in American Dollars which is the currency used at the Camp. So, to
put it in a nutshell, when a person donates to the Troop Morale Fund and the certificates are used in Kandahar, they not only
